The powers that come with a Ministerial Zoning Order (MZO) allow the government to skip evidence-based reviews and local planning processes. They are meant to be used as a last resort, but Ford can't stop handing them out to help his friends skip environmental and planning reviews.
Ford has quietly passed more MZOs during the pandemic than the previous government passed during its entire 15 years in office. In most cases, developers are friends of Ford's, and their projects would otherwise be stopped because they compromise or harm local environments.
